Internet and phone service have become essential tools for managing finances, accessing healthcare, applying for jobs, and staying connected. For households on tight budgets, the monthly cost of these services can feel like a luxury. Several federal programs and internet provider initiatives exist specifically to make service more affordable.
The Lifeline Program
Lifeline is a federal program run by the FCC that provides a monthly discount on phone or internet service. Qualifying households receive up to $9.25 off their monthly bill. In Tribal areas, the benefit is higher — up to $34.25 per month.
Lifeline can be applied to home internet, a cell phone plan, or a landline — but not to both phone and internet at the same time. Only one Lifeline benefit is allowed per household.
Who Qualifies for Lifeline
You qualify for Lifeline if your household income is at or below 135 percent of the federal poverty level, or if you or a household member participates in one of these programs:
- Medicaid
- SNAP (food stamps)
- Supplemental Security Income (SSI)
- Federal Public Housing Assistance
- Veterans Pension or Survivor Benefits

Low-Cost Internet Programs from Major Providers
Several large internet service providers offer low-income plans that go beyond the Lifeline discount. These can bring monthly costs down to $10 to $30 per month:
- Comcast Internet Essentials — approximately $10 per month for households that qualify for Medicaid, SNAP, SSI, National School Lunch Program, or HUD housing assistance. Includes speeds up to 50 Mbps.
- AT&T Access — around $30 per month or less for households receiving SNAP or SSI. Check AT&T’s website for current availability and pricing in your area.
- Spectrum Internet Assist — available to households with students receiving free or reduced school lunch, or adults receiving SSI. Check availability at spectrum.com.
These programs have their own qualification requirements and availability varies by location. Contact your local provider to ask what low-income options are available in your area.
Free Cell Phones Through Lifeline
Some Lifeline providers offer a free basic smartphone along with a monthly plan that includes talk, text, and data. These are sometimes called “Lifeline phones.” The phone and monthly service are free or very low cost for qualifying households.
The available providers and their offerings vary by state. Search for “Lifeline phone providers” along with your state name to see which companies offer free devices in your area.
How to Check What You Qualify For
The best starting point is lifelinesupport.org, where you can check your eligibility and see participating providers. If you already receive SNAP, Medicaid, SSI, or another qualifying benefit, you will likely qualify for Lifeline automatically.
