What Chapter is
Chapter Medicare (formally Memoir, Inc. d/b/a Chapter) is a privately-owned Medicare advisory company. They help older Americans find the right Medicare plan by combining licensed human advisors with technology that can compare every plan available in your area — including plans Chapter doesn’t directly sell.
Chapter advisors are licensed insurance professionals who specialize specifically in Medicare. They are trained to walk you through your options based on your doctors, your prescriptions, and your budget — not to read from a script or steer you toward a single carrier.
They help people compare plans across many different insurance companies, not just one.
Who Chapter helps
Chapter works with people at every stage of the Medicare journey:
- Turning 65 — Understanding your options, enrollment windows, and avoiding late penalties before your Initial Enrollment Period closes
- Leaving employer coverage — Navigating the transition from an employer health plan to Medicare, including Special Enrollment Period timing
- Choosing between Original Medicare and Medicare Advantage — Comparing the two tracks based on your specific doctors, prescriptions, and expected healthcare use
- Already on Medicare and reviewing your plan — Checking whether your current plan is still the best fit during the Annual Enrollment Period each fall
- Dealing with a qualifying life event — Moving, losing coverage, or another change that opens a Special Enrollment Period with a limited window to act
If you’re unsure what to do next, talking to a licensed Medicare advisor can help you avoid costly mistakes.

Chapter is compensated by insurance carriers, not by you. There is no cost to use their service.
Why the help is free
This is the question most people have, and it deserves a direct answer.
Chapter is compensated by insurance carriers — not by you. When Chapter helps you enroll in a Medicare plan, the carrier pays Chapter a commission. This is the same model used by insurance brokers and Medicare agents across the country. You pay nothing, and Chapter’s compensation does not vary based on which plan you choose.
This means you can get help comparing plans without paying anything out of pocket.
What distinguishes Chapter from a typical broker is their comparison technology. They search across all plans available in your ZIP code — including plans they don’t directly sell — and present your options side by side. Their business model depends on giving you accurate, useful guidance, not steering you toward one carrier.
What to expect when you call
- A brief intake conversation — The advisor asks about your situation: your age, current coverage, doctors, prescriptions, and what matters most to you in a plan.
- A plan comparison — Chapter pulls up the plans available in your area and walks you through the options that fit your situation, including premiums, copays, and out-of-pocket maximums.
- Your decision, on your timeline — There is no pressure to enroll on the call. If you want time to think, you can. If you’re ready to enroll, they can walk you through that too.
There’s no obligation to enroll, and you can take the information and decide later.
Most calls take 20–45 minutes. You do not need to prepare anything in advance — just be ready to describe what coverage you have now and what you’re trying to figure out.
Common questions
Will Chapter try to sell me a specific plan?
Chapter advisors can only enroll you in plans they’re licensed to sell, but they search across a broad range of carriers and can discuss any plan available in your area. Their goal is to find the right plan for your situation.
Do I have to decide right away?
No. You can call to ask questions, get a comparison, or just understand your options with no commitment to enroll.
Is Chapter affiliated with Medicare or the government?
No. Chapter is a private company. They are not affiliated with Medicare, the federal government, or any state agency.
What if I’m already on Medicare and just want to review my plan?
Chapter helps with this too. The Annual Enrollment Period (October 15 – December 7 each year) is the standard window to switch plans. Chapter can review your current plan against your alternatives and tell you whether switching makes financial sense.
